Not always, but a good pedigree shows the dog has the potential to be a good one. Usually, good dogs produce good dogs.

I always say papers dont tree coon, but it helps when you have a coon dawg with good lineage behind it. We have 10 generations of our families coon dogs here on paper. To hear the stories of the foundation stock and what we have today we know why our dogs are the way they are.
