Pennsylvania: Protect Dogs from Cruel Chaining and Tethering
The Pennsylvania General Assembly is currently considering legislation (H.B. 1911) that will limit the amount of time a dog is allowed to be kept chained or penned outside. H.B. 1911 makes it a summary offense to "wantonly or cruelly" tether or pen a dog outside for a period exceeding 16 consecutive hours in a 24-hour period. The bill also establishes requirements for keeping a dog chained or penned outdoors including providing appropriate shelter.

H.B. 1911 is currently pending in the House Committee on Judiciary. Please take action today to help pass this modest but badly-needed humane legislation.
