CHC MEMBERS, AND OTHER RESPONSIBLE DOG OWNERS EVERYWHERE!!
I just received an Email updating the status of SB1578 (Dog Tetheriing).
Mark Henley of CWA (California Waterfowl Assn.) arranged a meeting with Lowenthal's staff to work try to get an exemption for sporting/working dogs.
The result was the exemption only for hunting that was sent to us. Mark doesn't like the vague language, because it does not say hunting. Listed below;
From the sportsmen’s exemption, eliminate the provision that a dog shall not be left “unattended” and substitute, instead that the dog shall be “monitored regularly” and ensured access to adequate food, water and shelter consistent with the requirements of currently existing law ( Penal Code section 597t ). There is no definition of “monitored regularly,” so it could be once per day or even a longer period and still be in compliance with the bill.
However, I think it covers us for tethering dogs at camp.
Our stand is for a Total Exemption for Hunting/Working/Sporting dogs from this bill.
ANYTHING LESS IS NOT ACCEPTABLE.
Lowenthal is not interested in our proposed amendment. CWA remains opposed as does the Farm Bureau and the Cattlemen's Association.
Mark thinks we need about two more votes on the Assembly floor to beat the bill. He named four that are swing votes. Patty Berg, Karren Bass (LA), Alberto Torrico (Fremont) Joe Baca (San Bernardino).

Mark thinks it will be voted on early next week. We are close and must keep up the heat. Mark is not optimistic, but getting close will help us get the Governor's veto.
