Try a slip lead, choker collars far down on there neck. A slip lead can be tightened to where it stays up high on there neck. This is where they have sensitive pressure points. When breaking a dog on the lead I only give them about a foot of slack. Once they get that down, and can walk reasonably on a lead. I will teach them to walk behind me. I still use the slip lead, but will give them more room on the lead. When they try to get infront of me. I will put my leg and block them or tap them from behind with my foot. A dog following a human, shows respect and leadership. A dog out front pulling shows a lack of discipline and submission. Starting out I change directions often and zig zag.
Also when training, it often is easier after the dog has ran out there energy, may want to introduce a treadmill, or teach her to fetch, or let her run before starting a training sessions, this is especially important when working with high drive dogs.
