If a dog's nails are so long that it can't walk right... that's just neglect. I really don't want to sound rude or harsh, but when a dog's nails are that long there is no way not to notice. I clip my dogs' nails once a month or so. They don't really need clippings that often but I want the quicks to stay short. One of my dogs digs so much he never needs clippings, but I still graze the tips so he stays accustomed to the ritual.
