Perhaps food allergy.......Paw licking is very common with food allergies.

I HAVE SEEN A FEW DOGS DO THIS. WHAT DO YOU DO JUST CHANGE THEIR FOOD AND SEE IF THAT WORKS? MY WIFES ANKLE BITER DOES IT TO SOMETIMES.

Yes and that also means cutting out any treats (as the treats may be the source) that includes bones such as cow hooves, pigears, rawhides, and etc...

When you switch feeds, you need to give at least 8-10 weeks on the new food.

Went though it a few years ago....Think it was the 4th food trial that solved the problem.

Blood test doesn't work on food allergy so food trials is the route.

would be my first guess as well...
we handle A LOT of hounds through our rescue and have seen an increase in sensitivity to corn and other cheap grains become a lot more common in the last 10 years.
Our Bluetick, Ranger, is an example...we have to watch the grain content of his food. NO corn and low amounts of other grains or he gets not only itchy all over, but ear infections and goop from his eyes.

My newest hound was scratching and tearing at himelf and shaking his ears all the time so we figured food allergies. Rather than just trying new types w/o knowing for sure it was food allergies we put him on duck and potato dog food. He does amazing on it. Duck and potato is one of the least allergenic foods, but it is expensive as all get-out. It's a nice way to make sure it's food allergies and not, say, allergies to your carpet shampoo. Once you know it's definitely food allergies then switching types/brands is easier, I think at least. If he's allergic to straw or something (as my dog also is) then switching foods won't help. Kinda like knowing for sure what the problem is before trying different solutions. But duck and potato is expensive ($40 for a 30lb bag where I am) so it's not for everyone. Good luck!
